(PhatAudio) The music industry is suffering under it's own weight. Sales have dropped for the 3rd straight year and they are projecting another heavy loss this year.

True to form, Rosen and Co. propose to tax ISPs to help make up for the losses.

'We will hold ISPs more accountable,' said Hillary Rosen, chairman and CEO the Recording Industry Association of America (RIAA), in her keynote speech at the Midem music conference on the French Riviera.

'Let's face it. They know there's a lot of demand for broadband simply because of the availability (of file-sharing),' Rosen said.

They propose a tax imposed on the ISPs much like those imposed on certain types of media in Canada. These taxes would then be passed along to all customers. ISPs are obviously unimpressed.

'The peer-to-peer sites are impossible to fight. In any given network, peer-to-peer traffic is between 30 (percent) and 60 percent of total traffic. We technically cannot control such traffic,' he said. Unfortunatly, that's technically crap.

One good thing that came out of this year's meeting of the music industry 'minds' is Rosen's suggestion that perhaps the music industry ease up on licensing restrictions.

This will help pay-services Preeplay and MusicNet present a more appealing lineup, but will still not be able to present a truely compelling alternative to the free services out there.
